The controller board is starting life as a simple kit which is available from Maplin
The kit is a Velleman K8048.

The images of the testing show that basically there are takeoff points soldered onto the LED outputs to provide signal to the reset of the controller.
This is now becoming a bit restrictive.
The original board can be used to program a PIC in place on an external board by interconnecting the ICSP connectors.
This means the serial programming circuit can be used as-is and another one doesn't have to be made.
Nor do we need to program the PIC in the K8048 board then remove it and put it in the target board, which would also be cumbersome.
Seems the Microchip boys have done their homework.
